4. Ming Tang, chief data and analytics officer, NHS England

Describe your career to date 

I joined the NHS in October 2009, initially leading commissioning support services in the West Midlands as the managing director for Healthcare Commissioning Services, and then as the managing director for South Yorkshire and Bassetlaw Commissioning Support Unit.

 

Prior to joining the NHS, I was also a partner with Accenture, specialising in strategy and supply chain work. I have worked in Europe, North America, and South East Asia where I was the managing partner for the supply chain practice for three years.

 

My experience to date spans global clients in consumer goods, retail, pharmaceutical, manufacturing and utility sectors, and I now have over 20 years’ experience in managing and delivering large-scale change involving implementation of new operating models in complex and challenging environments.

 

I am now the chief data and analytics officer for NHS England and am responsible for the strategic development of the data and analytics capability across the NHS.

 

The team I lead provides NHS England with the analytical expertise to support system transformation, strategic information assets, digital tools, and analysis to underpin policy development and predictive capabilities to enhance decision making and improve health and care services.

 

Our aim is to lead the health and care system to be more strategic in the use of data and insights, providing the evidence to support decision making to improve health and care for all, now and for future generations.

What stage has your organisation reached on its data maturity journey? 

The NHS is not a single organisation and has real complexity in the way it delivers services for patients. This means data maturity is difficult and complex to achieve in a consistent manner. The work we have undertaken post-Covid has helped enormously. We have garnered an understanding of the value and need for better data standards, integrity and transparency on how data is collected, processed, curated and made available. 

 

We now have a real focus through the merger between NHS England and NHS Digital to build national capability in data standards and interoperability. We have also agreed to join up with digital teams which provides a great opportunity to move further and faster to establish data, digital and technology standards to support the interoperability of data and platforms.

 

Tell us about the data and analytics resources you are responsible for

I am responsible for the Data and Analytics Directorate within NHS England. We have a team of approximately 2,350 people made up of experts in data platforms, tech and data integration and data curation, and analysts working on operational analytics, clinical insights and improvements and advanced and augmented analytics.

 

We also have several colleagues who deliver core functions such as business support, communications and project management. 

 

In my role I am head of profession for data and analytics colleagues across the NHS in England. My vision is for the NHS to be the best insight-driven health and care system in the world and, as data and analytics professionals, it’s our job to ensure that people have the insights they need to make the right decisions and transform care and improve outcomes for patients.
